What does this file do? Is it consumed by the new CI/CD pipe in gitea?
What is the function of this file? We aren't using our ci/cd to generate stable artifacts.
It's impossible for this (which requires ios) to run-on ubuntu.
This is a ubuntu based image. Let's use apt to install the openjdk-17-jdk package.
but this isn't a monolithic practice... let's use 24.04 which is the latest numbered version as of 'now'. I would prefer all ubuntu-latest's be replaced specifically with 24.04.

We are no longer initializing the python venv in the dev container - tools like the white labeler script are dependent on the python dependencies specified during venv creation. Are we doing this elsewhere in this PR, then?
