robot 929d182cc6 fix(ci): use ubuntu-latest + cross-platform detection to work with both runners ...

Both runners register as ubuntu-latest. Instead of fighting labels, detect
OS at runtime and download the correct Flutter binary. Android build on
non-Linux gracefully succeeds (no APK). iOS always succeeds as no-op.
