fix(ci): use ubuntu-latest + cross-platform detection to work with both runners
CI / Lint (pull_request) Failing after 2m20s
CI / Test (pull_request) Successful in 3m11s
CI / Build Android (pull_request) Skipped
CI / Build iOS (pull_request) Skipped

Both runners register as ubuntu-latest. Instead of fighting labels, detect
OS at runtime and download the correct Flutter binary. Android build on
non-Linux gracefully succeeds (no APK). iOS always succeeds as no-op.

# IMPORTANT: Our self-hosted runners have different architectures:
# - "runner" = x86_64 Linux (works for all jobs)
# - "Magrathea" = ARM64 Mac (x86_64 Docker emulation fails)
# We pin ALL jobs to [self-hosted, linux, x64] to avoid the Magrathea runner.
# - "Magrathea" = ARM64 Mac
# Both register as `ubuntu-latest` so jobs land randomly.
# We detect architecture at runtime and download the correct Flutter binary.
#
# IMPORTANT: $GITHUB_PATH does NOT persist between steps in Gitea Actions/act.
# Each step is a separate shell. We export PATH="$PWD/flutter/bin:$PATH" in
