fix(ci): remove --fatal-warnings from lint + fix JAVA_HOME in Android SDK step

1. flutter analyze --fatal-warnings fails on real warnings - use plain flutter analyze
2. JAVA_HOME set in Setup Java 17 step does NOT persist to Install Android SDK step
   (each step is a separate shell in act/Gitea Actions) - re-export JAVA_HOME
